Section 7 Chief Officer &
Line Officer Responsibilities
1. CHIEF OFFICER RESPONSIBILITIES
- Incident Commander of Fire ground operations.
- Preplanning business, residences, and box alarms.
- Prepare grant proposals.
- Oversee the Tuesday Night Fire Company Training program.
- Appoint a Line Officer to serve as the Fire Company Training Officer each
new calendar year by Jan. 1.
- Appoint Fire Company Members to the position of Asst. Chief, Captain,
Lieutenant, Junior Lieutenant, Safety Officer, Fire Police Captain and Fire
Police Lieutenant each new calendar year by the first Fire Company Business
Meeting in Jan.
- Oversee personnel issues and conflicts.
- Conduct Orientation of new Members (issue turnout gear and pager, review
by laws, review standard operating guidelines).
- Prepare and enforce Fire Company Policy.
- Oversee Fire Prevention activities.
- Conduct Line Officer Meetings.
- Keep records of all fires, emergencies, materials used, and members in
attendance and present a report of it at the regular Fire Company Business
Meeting.
- Investigate Fire Company related accidents, personal injuries, and Fire
Company related driving Complaints.
- Maintain all personnel files.
- Assign crews for special events such as parades, etc.
- Recommend interested persons for temporary membership.
- The Fire Chief authorizes Members to drive Fire Company apparatus ad
issues certification cards.
- Oversee the Junior Firefighting program and the Fire police program.
- Prepare a budge for upcoming expenses each calendar year prior to the
month of Feb.
- Implement disciplinary action or make recommendations of disciplinary
action toward Members violating Standard Operating Guidelines.
- Maintain confidential data from working with Company plans and
development.
- Maintain confidential data from working with Company plans and

- Maintain all work areas and equipment in a clean and orderly condition.
2 LINE OFFICER RESPONSIBILITIES (Captains, Lieutenants)
- The appointed Training Officer will coordinate all in house training
exercise and complete registrations for out of station training and maintain
the training log.
- The appointed Accountability Officer will maintain and oversee the
Lancaster Country Fireman's Association Accountability Tags System and see
what new Members are issued tags with in 90 days.
- Conduct monthly Self Contained Breathing Apparatus inspections and provide
documentation for those inspections. Conduct monthly inspections on all
portable radios on each piece of apparatus.
- Provide a monthly report to the Deputy Chief for Fire Company Membership
attendance to Fire Calls, Training, and Special events, and fundraising
events.
- Make sure that assignments given by the Incident Commander are completed
at emergency calls.
- Maintain a current pager and turnout gear roster.
- Attend Officer Meetings and provide monthly reports.
- Report personnel problems to the Chief Officers.
- Maintain all work areas and equipment in a clean and orderly condition.
- Notify appropriate personnel of irregularities in equipment. Assign proper
personnel with responding equipment.
- Supervise that all equipment has been placed backing service upon
completion of a fire call.
- Practice Harmonious Supervisory relations.
- Maintain confidential data from working with Company plans and
development.
3. ENGINEER AND ASST. ENGINEER RESPONSIBILITIES
- Provide Driver Training and recommend Trainee certifications to the Fire
Chief.
- Engineer appoints Assistant Engineers for each piece of apparatus prior to
the Jan. Fire Company Business meeting of each new calendar year. The Engineer
will also assign duties for maintaining equipment for each appointed Assistant
Engineer.
- Maintain all driver Training records.
- Prepare and issue Driver Training Manuals.
- Maintain a current Qualified Driver Roster.
- Investigate Fire Company related accidents and Fire Company related
Driving Complaints with the Chief Officers.
- Conduct monthly inspections of apparatus and equipment stored on the
apparatus. Provide documentation of those inspections.
- Repair or schedule repairs that are needed to Fire Company apparatus and
equipment kept on the apparatus.
- Make sure that apparatus and equipment is kept clean at all times.
- Attend the Line Officer Meetings and provide monthly reports.
- Prepare a budget of expenses each calendar prior to the month of Feb.
- Report problem areas to the Chief Officers.
- Work under the Fire Chief or Officer in Charge and maintain effective
communication with him or her.
- Maintain all work areas and equipment in a clean and orderly condition.
- Report personnel problems to the Chief Officers. Maintain confidential
data from working with Company plans and development.
4. JUNIOR LIEUTENANT AND SAFETY OFFICER RESPONSIBILITIES
ARE OUTLINED IN SEPARATE CHAPTERS WITH IN THIS GUIDELINE MANUAL.
5. FIRE POLICE CAPTAIN AND FIRE POLICE LIEUTENANT RESPONSIBILITIES.
- Issue needed Fire Police equipment to the Fire Police Members.
- Maintain a current Fire Police Membership Roster.
- Maintain records and copies of certifications of all the Fire Police
Members.
- Make sure that all Fire Police Reports and attendance log are completed.
- Maintain records of Fire Police attendance to Fire calls, Training, and
Special Events.
- Attend the Line Officer Meetings and provide monthly reports to the Deputy
Chief.
- Prepare and issue copies of the Fire Police Manual to the Fire Police
Members.
- Maintain the Traffic unit and all its equipment. Make sure that it is kept
clean at all times. The Traffic Unit SHOULD be inspected weekly.
- Assist Deputy Chief with purchasing Fire Police equipment.
- Prepare a budget of expenses each new calendar year prior to the month of
Feb.
- Report personnel problems to the Chief Officers.
- Maintain confidential data from working with Company plans and
development.
- Work under the direction of the Fire Chief, Chief of Police and Upper
Leacock Township Board of Supervisors.
- Maintain all works areas and equipment in a clean and orderly condition.
6. The Fire Chief has the right to make changes to the Line
Officer responsibilities at anytime. The Fire Chief will divide the Line Officer
responsibilities between the different ranks and post accordingly each new
calendar year.
7. Line Officers are NOT permitted to stray from
their specific responsibilities and take on other Line Officer responsibilities
without prior permission from the Fire Chief.
8. These Line Officer responsibilities are all in
addition to the responsibilities outlined and required by our Fire Company
By-Laws for each ranking position.
