Section 17    Junior Firefighter Guidelines
 

1.    Junior Firefighters are expected to complete all assignments given to them by there Junior Lieutenant or Officer in Charge at the scene of a fire call or training exercise. The Officer in Charge Shall be notified immediately in the event that the Junior Firefighter is unable to complete any assignment given to him/her.

2.    Report all injuries sustained during a Fire Company function immediately to the Officer in Charge, Chief Officer, and Junior Lieutenant.

3.    Report any problems an/or safety concerns related to the Junior Firefighting Program to the Junior Lieutenant and Chief Officer assigned to your program.

4.    Make sure that all turnout gear assigned to you is kept in service and clean at all times. All turnout gear SHALL be kept at the Fire Station at all times. Make sure the gear racks are also clean.

5.    Practice good house keeping at the Fire Station. See that all trash is emptied and the bay floors are kept clean weekly. See that all apparatus is washed and kept cleaned weekly as well.

6.    Assist the Fire Company Engineer and Qualified Drivers to see that all equipment on the apparatus is clean and placed in the proper compartment space when returning from fire calls and training events. Familiarize yourself with all of the apparatus and know what equipment we have and where it's located.

7.    Sign the Junior Firefighting Attendance Logs after returning from a fire call, training event, fundraising eve, and/or special event. Provide the Junior Lieutenant with all training certificates of fire-related courses you have completed. Furnish the Junior Lieutenant with all working papers as well.

8.    You are expected to know and adhere to all materials covered in the Junior Firefighting Standard Operating Guideline Manual, Regular Fire Company Standard Operating Guideline Manual, and the Fire Company By-Law Manual.

9.    Junior Firefighters are encouraged to participate in fire call responses, training events, fundraising events, and fire prevention activities. In house training and countywide training SHOULD BE A PRIORITY!

10.  Junior Firefighters are REQUIRED to notify any Fire Company Member immediately when instructed to perform a task that is restricted by law or by the Fire Company policy.

11.    Junior Firefighters under the age of 16 years old should be expected to learn and perform the following tasks at a fire call scene:

1.    Fire Company Members between the ages of 14 & 17 years old are classified as Junior Firefighters within the Fire Company.

2.    All Junior Firefighters will comply with the commonwealth of Pennsylvania Child Labor Laws Act of 1915, P.L., 286 No. 177 sec. 7-3 and any other sections that pertain to the following: By-laws, House rules, Upper Leacock Fire Company Standard Operating Guidelines, and the Junior Firefighting Program Operating Guidelines.

3.    All Junior Firefighters are under the direct supervision of the Chief Officer assigned to the Junior Firefighting Program AND the Junior Lieutenant.

4.    All Junior Firefighters are REQUIRED to display a red stripe on the center of their black helmet. They are also REQUIRED to display Junior Firefighter stickers and crescents on the front and both sides of their helmets for identification purposes. Junior Firefighters will be expected to use older turnout gear to ensure that senior Firefighters have the most modern up to date gear and personal protection equipment.

5.    Junior Firefighters ages 16 & 17 are permitted under Conestoga Valley School District Policy and the Upper Leacock Fire Company Policy to wear pagers and respond to fire calls from school under the following conditions:

6.    The Fire Chief or Chief Officer assigned to the Junior Firefighting Program has the authorization to suspend any Junior Firefighters privilege to leave school for fire calls in the event that they are failing any course in school. This temporary suspension of privileges will only be implemented at the request of a parent or guardian of the Junior Firefighter involved. This suspension would only be implemented by a Chief Officer in the event that the parent or guardian agrees to reinstate the above mentioned privilege if the Junior Firefighter involved has improved the failing grade to a passing grade.

7.    All Junior Firefighters must obtain an employment certificate (working papers) in order to participate as a member of a Volunteer Fire Company. Such certificates may be obtained through the Local School District. Employment certificates should be given to Fire Company Secretary. Copies of the Employment certificates must also be given to the Junior Firefighter program.

8.    Individuals ages 17 or over that have graduated form high school are no longer considered minors under the Child Labor Law. Therefore, 17-year-old Junior Firefighters, who are high school graduates, are not subject to any Child Labor Laws. This exemption also applies to those 17-year-olds who have been declared by the Chief School Administrator to have achieved their academic potential. Junior Volunteer Firefighters are eligible for workers compensation if injured while actively engaged as firefighters or while responding to or returning from a fire call.

9.    Junior Firefighters ages 16 & 17 are permitted to use blue light warning devises on their vehicle when responding to fire calls within the Upper Leacock Fire Company running district. Junior Firefighters using a blue light warning device may only be used on a vehicle registered to the Junior Firefighter. This is a privilege set forth by the Fire Chief, which may be terminated at any time. Any Junior Firefighter involved in any type of accident while using their blue light warning device, in which there are at fault for the accident, will be required to write a report on the accident and WILL LOSE their blue light privilege for one year. Any Junior Firefighter who engages in reckless driving or commits any violation of the PA MOTOR VEHICLE CODE while responding to a fire call may face disciplinary action pending a review of the Fire Chief on any verbal or written complaint he receives.

10.    Junior Firefighters under the age of 16 are restricted to riding on Squad 3-11 and Air 3-11 on all fire call responses. Junior Firefighters between the ages of 16 & 17 are permitted to ride on Squad 3-11, Air 3-11 and Engines 3-11-1 & 3-11-2 provided they have met the requirements and approval of the Fire Chief. Junior Firefighters are not permitted to ride in the front cab Officer's seat unless no other Firefighter members are available and the driver of the apparatus gives approval. Junior Firefighters are always expected to yield the right of way to any Senior Firefighter on any position during an emergency fire call response. Junior Firefighters are able to ride on all apparatus during training exercises by approval of a Chief Officer or Training Officer in charge.

11.    Only one Junior Firefighter is permitted to ride on any apparatus during a fire call response when we are assigning another Fire Agency outside our Fire District, except during an Air Assist Call. During an Air Assist Call, no more then two Junior Firefighters are allowed to respond. No Upper Leacock Fire Apparatus will respond to assist another Fire Agency during a fire call when the crew on board consists of only Junior Firefighters. NO EXCEPTIONS!

12.    No Junior Firefighter is permitted to drive any apparatus of the Upper Leacock Fire Company at any time.

13.    All Junior Firefighters are required to leave their accountability identification tags on the apparatus they rode on during a fire call or training exercise in accordance with the Personal Accountability Guideline.

14.    All Junior Firefighters are REQUIRED to sign the attendance logs upon completion of a fire call, training exercise, fundraising event and/or special events such as a parade

15.    Any Junior Firefighter who voluntarily enrolls in a training exercise or other Fire Company event and fails to participate in that event will be required to reimburse the Fire Company for the full amount of money paid. This applies to non-refundable registration the Fire Company prepaid. Junior Firefighters are required to repay the Fire Company at the first monthly meeting night following the date of the event that was missed.

16.    No talking out loud or any form of horseplay will be tolerated during a training session, business meeting, or any other Fire Company event.

17.    No Junior Firefighter is permitted to show up for a Fire Company Training session and leave after finding out it will be about a topic that doesn't interest him/her. Make your decision prior to arriving at the Firehouse

18.    Any Junior Firefighter that does not attend 25% of Tuesday night training exercises and two or more fundraising events per year will be subject to lose their gear, pager, and/or Firehouse key UNLESS the Fire Chief grants an exemption due to medical or any other circumstances.

19.    All Junior Firefighters are RESTRICTED from using and possessing any form of tobacco products or alcoholic beverages on all Fire Company property. Junior Firefighters are also RESTRICTED from using those products during training events, fundraising events, and special events while acting as a representative of the Upper Leacock Fire Company regardless of the location of those events.

20.    Junior Firefighters are not permitted on Fire Company property if they are under the influence of alcohol or drugs.

21.    No male or female immoral acts will be permitted or tolerated on Fire Company property.

22.    Junior Firefighters must seek the approval of the Board of Trustees to posses a key to the Fire Station. Junior Firefighters are not permitted to give their Fire Station key to anyone fro any reason in the event that they are given permission to possess a key.

23.    Junior Firefighters are NOT permitted to bring guest(s) to the Fire Station UNLESS they are accompanied by a Senior Member who accepts responsibility for you and your guest(s). Junior Firefighters are only permitted to bring guests into the Fire Station if it pertains to official Fire Company Business and NOT for purposes of just "hanging out".

24.    Junior Firefighters ages 14 & 15 MAY NOT be in the Fire Station alone. They must be accompanied by a Senior Member who is willing to except responsibility for the Junior Firefighter. Junior Firefighters are expected to vacate the Fire Station when the Senior Member leaves that was assuming responsibility for you.

25.    Minors MUST vacate Fire Company property BEFORE the standard curfew time established by the Upper Leacock Township Supervisors UNLESS a parent or guardian accompanies them.

26.    Junior Firefighters are only permitted to obtain Fire House privileges after they have completed the Essential of Firefighting course or equivalent training. Fire House privileges can be suspended by the Chief Officer assigned to the Junior Firefighter Program or the Board of Trustees at any time.

27.    No pool, TV, or computer usage is permitted while training or fundraising events are in progress.

28.    Junior Firefighters are not permitted to remove their turnout gear or other Fire Company property UNLESS permission was given by the Chief Officer assigned to your program.

29.    No horseplay or fighting will be tolerated at any time at the Fire Station or during any Fire Company function.

30.    No bicycle riding is permitted inside the Firehouse at anytime.

31.    Junior Firefighters are to refrain from using obscene language and obscene gestures at all times during any Fire Company functions.

32.    Junior Firefighters will conduct themselves with PRIDE and PROFESSIONALISM at all times.

33.    Any Junior Firefighters charged by Law Enforcement for a criminal act of a misdemeanor or Felony grading will be suspended immediately pending the disposition of the charge. (This suspension pertains to Fire ground operations).

34.    Junior Firefighters are not permitted to vote during regular Fire Company Business Meetings.

35.    Junior Firefighters are not permitted to openly speak out during a regular Fire Company Business Meeting and are REQUIRED to submit the Chief Officer assigned to your program with any information that you wish to have discussed or brought up on your behalf.

36.    Any Junior Firefighter caught lying to a Fire Company Officer during a policy violation investigation on his or her part will be immediately suspended.

37.    Chief Officer's and the Board of Trustees will strictly enforce ALL By-laws, House rules, Junior Firefighter standard operating guidelines, State Child Labor laws, and the Upper Leacock Fire Company Standard Operating Guidelines at all times to ensure Junior Firefighter Safety. Junior Firefighters who fail to comply with all these guidelines set forth are subject to the following;

38.    Any Junior Firefighter who is suspended two or more times for disciplinary problems within one calendar year will be considered a problem Member and will be brought up for membership dismissal.

3.    In accordance with the Pennsylvania Junior Emergency Services Compliance Manual 200 Version, page 6 Section III. Activities Fire Companies, Ambulance Corps, Rescue Squad, and Forest Fire Crew Members, Minors 14 & 15 years old, B. Prohibited Activities by law, NOTE: line 2, Juniors (14 & 15) are not.

4.    Junior Firefighters under the age of 16 are PROHIBITED from engaging in fire company activities while school is in session AND between 7 pm and 7 am (10 pm and 7 am during summer vacation). Junior Firefighters under 16 may, however, attend Firefighting classes as part of a training program even after 7pm during the school year.

5.    16 & 17 year old Juniors who have completed a fire training course (such as one given at a county fire school) may participate in firefighting activities if they are under the direct supervision of the Fire Chief or an experienced Line Officer.

6.    16 & 17 year old Junior Firefighters are still PROHIBITED from any of the following activities:

7.    16 & 17 year old Junior Firefighters are PROHIBITED from serving as Firefighters between the hours of 12 midnight and 6 am (1 am and 6 am on Friday and Saturday nights and during school term vacations, but no night restrictions during summer vacations). 16 & 17year old Junior Firefighters who answer a fire call before the 12 or 1 o'clock deadline may continue to respond to that call past that deadline. Such volunteers may not answer any new calls after 12 or 1' o'clock.

 

1.    Ensure Junior Firefighter safety at all times. Report all Junior Firefighter injuries to the Chief Officer assigned to your program. This pertains to injuries sustained during any Fire Company function.

2.    Complete all assignments given to you by a Fire Company Line officer by delegating and participating in the task until it is completed at the scene of a fire call or training exercise.

3.    Encourage all Junior Firefighter participation during in house training exercises and other training offered throughout the county.

4.    Report any problem areas in the Junior Firefighting program or any disciplinary problems with a Junior Member to the Chief Officer assigned to your program.

5.    Oversee that all Junior Firefighters are assigned a set of turnout gear and that the turnout gear is kept clean and in service at all times. All turnout gear must be kept at the Fire Station at all times. Report any lost or destroyed gear immediately to the Chief Officer assigned to your program. Ensure that all turnout gear guideline.

6.    Maintain and ensure good house keeping practices within the Fire Station. See that all trash is emptied and the bay floors are kept cleaned weekly. See that all apparatus' are washed and kept cleaned weekly also.

7.    Assist the Fire Company Engineer by checking to see that all equipment on the apparatus is clean and in service at all times especially when returning from a fire call or training exercise. Make sure that all equipment is stored in the proper compartment.

8.    Maintain the records for the entire Junior Firefighting Program in the file cabinet located in the administrative office. Keep copies of all training certificates and working papers for each Junior Firefighter. Maintain attendance logs for training and fire call attendance for all Junior Firefighters and furnish the Deputy Fire Chief with a monthly and yearly report of those attendance records. The Chief Officer assigned to your program will keep all disciplinary files for the Junior Firefighting Program.

9.    Ensure that all Junior Firefighters are familiar with the Fire Company Standard Operating Guidelines, Firehouse Rules, State Child Labor Laws, By-laws, and materials covered in this manual. Assist the Chief Officer assigned to your program with orientation of new Junior Firefighting Members.

10.    Encourage Junior Firefighter participation in all fire prevention programs and activities set forth by the Fire Company.

11.    The Junior Lieutenant is EXPECTED to actively participate in completing tasks and responsibilities set forth by a Fire Chief or Officer in Charge with all the other Junior Firefighters. Under NO circumstance is the Junior Lieutenant permitted to delegate all his responsibility or assignments without any participation on his behalf.

12.    Under NO circumstance is the Junior Lieutenant permitted to set forth any disciplinary action against a Junior Firefighter for misconduct. This is the responsibility of the Chief Officer assigned to your program

13.    A Junior Lieutenant is expected to complete any additional responsibilities or assignments given to him her by a Chief Officer assigned to your program that may not be mentioned above.

14.    The Fire Chief appoints a Junior Lieutenant in January of each new calendar year. Appointment is for a one-year term, which can be terminated at any time by the Fie Chief. Junior lieutenants can be re-appointed by the Fire Chief to serve consecutive terms of office.
